Article 48, it says no region (excluding Xamar) can stand-alone. It must merge with another region.

Gotta be honest sxb, after seeing that recent suicide bombing and attack at Liido beach I doubt anyone in Xamar can stand in queue for an election for more than 2 seconds. Without defeating Shabab all over southern Somalia I don't think an election can even be held in just in Suuqa Xoolaha let alone anywhere else. This is the reality many don't want to face.

Security is definitely a concern but I don’t believe it’s insurmountable. Compare Mogadishu 10 years ago vs 5 years ago vs now. It’s like night and day. I think there’s value to agreeing on a framework for how governance will be delegated even if you have to appoint representatives for one cycle or so.
