He's putting equal blame at every higher up Somali like state leaders (including his own qabiil state) for not speaking out. He also acknowledged they may not even have known about it.

Like I said, you can attack Siilaanyo for any number of things such as a lack of preparation for the annual drought but to say he was at fault for not saying anything about a matter that had nothing to do with him is a low-blow.
