You are correct that is what typically would happen but in this shitty rigged system you have the NCC where a few crooks decide everything from elections to what is actually in the constitution itself. I don’t think anything was agreed in terms of resources with the FGS and PL but the FGS has apparently signed a deal that gives Turkey rights to all of Somalia including SL. There is no way in hell that Trump and Congress for example could just sell Texas oil to Japan or whomever. The states have a lot of rights.
