its very possible look at Kenya. they sunk alot of money into oil and nothing major ever came of it. let turkey do surveys and initial drilling we got nothing to lose. even if oil is found it might be hard to access based on rock type and depths and they still say screw this and walk away.

You don’t know about the exploration in Puntland. Puntland have oil agreements with both china and USA
