People back home aren't too afraid of dogs (at least from what I've seen). Some are nice to stray dogs and feed them. Dimwitted kids like to harass them. I've seen a couple of cute kids make pets out of them, their little sidekick that trails after their owner wherever they may go. Most people don't notice their existence.
