Ministers don't set national vision to end goals, the path n routes, potential obstacles n work around, and time line. The Minister just then work on organising, governance, and delivery side and their performance is judged on their outputs vs time. Siyad wasn't a bottom to top kinda guys consulting for ideas(ungifted visionaries) but was top to bottom.
