So what proportional services will the FGS be able to offer?I don't think Somalia should do inter-state redistribution. I want to remove that argument from political discussion. Every state puts in a set amount based on its population and gets back services of equal value.
I want the FGS to be as close as is possible to a Night-watchman state with all of the citizen facing functions handled by the FMS.
No disagreements here. However, there will always be positive externalities with having the capital, especially in an impoverished African country. This is unavoidable. You can mitigate as much as you want by attempting to decentralize fed gov presence into FMS but that only goes so far. As a matter of fact, the best and brightest in the country working for the FGS in Banaadir only benefits the area more if anything. Xamar is already the most cosmopolitan city in Somalia. More diversity will only help the city economically.I also believe that the FGS must publish a clan census of all of its employees so that the FGS is not a jobs program for clans living in the capital like it is now. he FGS should hold exams for civil servants so that hiring is based on merit, much like China or India.
I want to limit to the bare minimum the benefits Banaadir derives from having the FGS situated there, reducing the positive externalities of having the FGS to the minimum.
I see those 4 functions as services rendered by the FGS. Regardless there will be “winners” and “losers” of any funding arrangement between FMS and FGS and that’s fine. Banaadir, PL, and GM (if oil actually exists) will likely proportionally contribute more than other states. No issue with this IMO. Most modern states function in this way.

Thats why a competent government will take over and take care of the oil accordingly to bring this country on the right track. How come you always sound negative?I doubt very much there is any oil. But if there is oil I doubt very much that the clan whose land the oil is in would give it to anyone.
