That was the basis of the Somali nation upon its founding. Any ethnic Somali can become a citizen and any Somali land can become part of Somalia.

However, when half of the nation intends to secede and create their own exclusively Somali nation similar to Somalia, then Somalia ceases to be a homeland for all Somalis since a large number clearly don’t want to be a part of this homeland.
