There's no mention of grants in the article. If he wants them to believe in his "amnesty" his government must stop using child defectors as spies. If I was a child soldier I'd pretend I didn't hear this because it's obviously aimed at hitting the headlines and not intended to save my life.

Sorry I thought I wrote "grants amnesty" or "announces amnesty"

That title gave me an epiphany tho. The government should offer free schooling, grants or something to lure youth away from shabaab.

They join out of hunger and lack of opportunity. Elman Peace Centre has a good model but it's too small for the scale of work needed to rehabilitate Al Shabaab child soldiers. Something similar in every region might end it.
