Really complicated question but long story short it depends on which lens you look from as well as your opinion on race in society.

If you are looking at it from a Western-centric lens plus you believe that Western society is still racist and places black people at the bottom of the racial ladder, then no.

But if you are talking about African-lens, for example, commentary on an African society in isolation, then yes.

I understand and agree with what you are saying, but racism also includes holding prejudice and discriminating against someone based on their race. Anyone including Black people can be racist.
