I do not know why you would expect anything positive from an empire that raped half the world and stripped them of their natural resources to fuel their own indsutrial revolution. Everything they deemed valuable in other lands and countries they occupied went back to their little Kingdom. To this day, many countries are lodging a complaint to get their historical artifacts stolen by the brittish to come back and be returned to their righful owners.
Why would they build a land that was not theirs? Their objective at minimum was to keep an eye on the red sea and the Indian Ocean for trade, and to connect their colonies around the far east asia and Africa. They were competing with other Europeans for spoils.

Just because Italians built a railway using somali labour and sweat to transport their favourite Banana fruits back to ports and on ships going back to Italy means jack. They used the south for their own purposes and to benefit themselves. All the training and education they provided was to produce a class among somalis who fulfiulled the Italian colonial plans for the country. Does any of you think Europeans came to occupy other countries to build them up and advance other ethnic group's causes?
As soon as my dad and his siblings spoke fluent English and Italian, The Roman Catholic run school asked them to attend bible studies in Xamar. And that is at minimum what happened.
If you can be bought with something and willing to give up your dignity and freedom, by all means, put a huge sign now and ask others to throw you a dime or two in exchange for your servitude,
