In the name of destroying one evil...this thread is full of suggestions to replace it with another [possibly greater evil].
Extreme torture? Mass surveillance of all civilians? Electronic tagging?
I can't believe people are so complacent about selling out their own rights and freedoms. Tf?!
And are we supposed to believe that those granted the authority to oversee such suggestions...will not fall to corruption themselves?
That's way too much power.

First we must free the alshabab 's holding town, bomb them none stop, burn the whole towns. Once, we empty their city. We will relocate the capital to new city where the locals are not sympathizers to them. Then, improve the security by cameras in every corners.

Well we have to go to this extreme at first and slowly ease of when things get better, the daily assassination and explosions must be stopped at all cost, what's ur solution?

Nah, that's like opening a pandora's box. It might end up making things even worse. Just too risky imo.
I like most of what Pensive and RasCanjero suggested, and also Malcolm X's answers.
What I would add to that is finding out what allows Al Shabab to thrive (the domestic conditions; i.e. lack of unity/patriotism, corruption, Wahhabi propaganda, etc. as well as the external; source of funding, understanding full scope of Western agenda, upping diplomatic ties, etc) and cutting that off by addressing those issues at their core.

I agree with the first half of what you said but in a country like Somalia giving up some privacies until the country becomes stable is worth it, to save lives. You can't compare Somalia to western nations.

I dunno, maybe I'm doing the whole slippery slope thing but some of the things mentioned sounded a bit Orwellian to me. I agree that some privacy should be voluntarily given but not the basic freedoms. Tagging people is way too intrusive for example, I could never agree to that under any circumstance.

Anyways, when it comes to finding actual solutions, it's much easier said than done.

Ironically Al-Shabaab is a good tool for building a strong secular state. As they keep attacking people and hamper economic development eventually the public will start to hate them and look towards the central government as a solution. Additionally, the state can employ all kinds of draconian anti-terrorism laws as an excuse to increase their power. It is a virtuous cycle. Ying and Yang, Al-Shabaab and the government need each other.
