As you can see on the map any of those regions joining those states would completely affect the power structure and sharing. Liibaan joining jubaland would have garre and degodia being big players. Qoraxeey joining galmudug would create Ogaden and HG tension again. Hawd joining SL would cause more dhulbahantes to be marginalized. You think Ogaden wants to share power in qashin Somalia when they can have their own country and be the top dogs. Never.

The somali region will be split upon between existing regions and some becoming new federal states so there won't be major problems.
