A one off bill I can understand but as a joint bill grouped with all these troubling measures that are against what her voters would want her to pass means she can't sign off on it, these bills aint a one off its like with the trump administration saying they want a daca deal tied with border wall funding, if democrats don't sign it docent mean their anti daca they're just against the border wall funding tied to the bill
