The much touted Portland, Oregon isn't what it seems to be. According to the link, it has:
-6.0% Unemployment Rate
-Cost of living is too high (125.70 vs 82.10 Columbus, OH)
-Violent Crime/Property Crime is 62.1/63.1 vs 41.4/43.5 national average
-It often is cloudy and rains a lot, which can affect one's health, productivity, psychology, etc
-Cost of studio is $664, 1 bedroom $773, 2 bedroom $920
-77.52% of people are white, 6.47% are black, 7.24% are Asian

The reviews of many who lived there aren't encouraging:

Air quality is subpar, particle pollution 24hr is fail:

SLC is way too white, one of my teachers from high school (who's white himself) felt like it was unnatural. But yeah, if I had to chose, it's either Portland or Dallas. Charlotte would be third.

Thats actually not the case anymore. It's about 30 percent minority, which is alright for the Midwest.

Granted, the majority are Hispanic but diversity is diversity

Seattle's cost of living is 154.30; that means, what it cost you $82.10 in Columbus, it costs you $154.30 in Seattle. Seattle's Violent Crime/Property Crime is 63/65.3 vs 41.4/43.5 national average. Where it comes to crime, Seattle/Portland are slightly better than Columbus. Where it comes to air quality, Columbus' air quality, particularly particle pollution, is better than both Portland and Seattle.

I've been always aware of the cost of living disparity between us and Seattle but then again they approved a $15 minimum wage

It's a gimmick; the state compensates it with other forms of taxes, some much higher. The lack of it doesn't benefit WA residents much.
Which Canadian city/town do you recommend?

Although I wasn't asked ...Saskatoon
