You must not be familiar with JL or Ogaden politics in general. Madoobe is ONLF aligned and easily the most anti-Ethiopian figure in SO. Kenyas prolonged stay in JL was largely due to our enmity with the TPLF and Ethiopia who did not want an ONLF base/port and backed Gedo/Xamar based warlords against Gaandhi and Madoobe. It is the sole reason he enjoys such deep support.

Gedo as a whole and by extension Doolow/Luuq will at times carry the JL name or fly a GM flag but they are an “independent” entity or at the least a series of seperate entities(city-states) largely under Ethiopias suzerainty. Its why JLs VP and HSM go into Ethiopias turf to make deals and not them coming to our tables.
