The SFG minister of fishery and natural resources is a lying f*ck. He said that the negotiations on resource sharing that happened in Seychelles failed, despite that he didn't attend it. It was actually a success and all parties agreed to a 70-30% sharing in favour of the federal states. Of those 30% that the SFG receives, 14% would go to other federal states. When he flat out lied about the success of the deal, Jubbaland says that they won't share the resources

The sad and honest truth is that there is no way to work with the Xamar administration. They simply can't uphold their word and promises. They agree and sign the papers today just to deny tomorrow.

Wasn't this deal purely about Tuna/fishing earnings? I don't think this was a deal about the framework of taxiation on resources other than fishing and federal state I believe.

so long as PL keeps 70% and the 14% comes from sfg's end, then it is a good deal. The 14% will go to regions with no fishing. The minister is from Sool maybe he killed the deal because he wanted more for his region.
 
Madobe speaks for himself. He was exposed by one of jubbaland's parliamentarians as uber-corrupt with the profits going to his family's coffers instead of the state. If he wishes to be a thorn then that's his choice but every choice will have its consequences. God willing, I'll go over there and end that racketeering

This was about tuna fish, but could serve a premise for further resource sharing. There were two meeting one in Mogadishu and the other in Seychelles. The minister didn't bother to show up at the conference in Seychelles, but sent dignitaries on his behalf. There was initially a deal of 70-30 share. All the federal member states and representatives of the SFG agreed to that deal. Even Jubbaland is stating in their letter in the OP that the denial of the minister of the Seychelles deal is a reason for them to stop talks about further resource sharing

What happened to citing Madoobe 'qabyaalad is dead in somalia it's only left in the diaspora' or taking him as an example on how a federal state president should behave? You guys are intellectually dishonest:chrisfreshhah:

This is precisely the issue with federalism. A country that has to beg and plead and bargain with itself over its own recourses will never prosper.

No. This is how it chronologically went down

1: Meeting xamar to scan each others needs and point noses to same direction for the upcoming meeting in Seychelles. Successful
2: Meeting Seychelles for an expert meeting. Deal was made, every federal state wanted that dea. The minister doesn't show up but sends representatives. A deal is made here.
3: Ministers says the next day talks have collapsed
4; Jubbaland says, the talks were successful and the minister shouldn't deny the deal we made. Because he denied, we won't participate in any resource sharing talks.

If more states come out against SFG then it would validate your earlier claims against the SFG minister. Jubbaland breaking ranks with SFG means that the SFG can't frame Puntland as an obstacle to progress anymore.

However, there has to be more to it. I know everyone is looking out for their own self-interest at the negotiations table, but why did Jubbaland decide to back away at this time. I guess we will know more very soon

I'm just cynical towards Somali politics. All I hope is that this reversal is only a negotiation ploy to meant get a better share in other natural resources and wasn't influenced by outsiders with nefarious intent towards Somalia's progress.
