The man you are talking about is Cali Warsame lives in Burco. He is pretty peaceful and he even met with ina Godane and other extremists to urge them to change their tactics and stop the war. He and Sh Umul went together too

That being said there are few loose cannons. They are classified as Isaaqs. Wish we could know their actual sub clans
