Nah too many ports means competition among ports means price wars cause there is too much supply of it and the demand isn't much(population wise). 10 million people, no need for more then 3 ports

Every city lying on the coastline should build its own port, they can pull in immense revenues and feed their own city as opposed to relying on the SFG. It is a win win situation really
