Usually elections don't take place in those 6 tuulos as they are disputed. Even though the areas
are part of Lughaya district, Awdal, Jeeganland tried to add them to north Hargeisa areas
but it was rejected by the locals many times as a result NGOs and other aid agencies are
not allowed to operate there which is causing famine in this recent drought in the Awdal
coasts.
