There is nothing new here. They are referencing the old report and illiterate, poverty-stricken Jeegans are jumping in excitement at the mere possibility that they are not the anus of Somalia.

The World Bank actually mentioned the anecdotal findings and expert assessments in that initial report. It is why they carefully double checked the data.

In the end, all of the measured indicators lined up with the fact that Puntland is the wealthiest region in Somalia.

They were likely unable to use this data because it included South Mudug and didn't include East Sanaag so it is technically not Puntland data.

It will take more than a throwaway footnote vaguely referencing an old report to make all of the data that is available to us that proves Puntland as the wealthiest and most educated region disappear. We have multiple reports going back nearly two decades.

It would be a pretty significant flaw if a third of the SHFS report was wrong. I would expect more than a two line footnote in a random report to correct that. Maybe some actual data instead of old anecdotes that were debunked by the World Bank themselves?
