We need economists to do feasability studies on what type of manufacturing is high value products, the energy backbone needed, it needs to set up a profit sharing law and ensure the workers are receiving incomes that will allow them to purchase homes and cars and have savings and investment. Then you need a banking system set up where this new workforce can store it's wealth. You need strong banking system, energy backbone, and a responsible govt setting up rules that benefit the working class wealth development.

Economic development doesn't just happen with businesses opening up, you can have millions of business and your ppl could still be poor cause the wealth is still not trickling down to the masses.
