Can be applied to any device as long as its on the same network as your default gateway (router) , most people have a basic firewall prebuilt (software) by the ISP provider but these firewalls to an extent are useless. Its worth the money to spend couple hundred pound on a hardware firewall since this device can be configured to sit infront of your router and only allow the traffic you want it to.

So even if someone tries to connect to a vpn the remote vpn server will not connect since the firewall is blocking the traffic from reaching your router.

Tech savy people who know what they're doing can by pass these firewalls but in the scenario of blocking websites and the option of VPN then this is the way i would do it.
