He was a serial sexual assaulter in the area and in the area hospital he would frequently be at. Medical staff knew him and were afraid of him because he either physically or sexually assaulted them. He had to be restrained by security. In fact, before he died, he sexually assaulted someone at a cafe and was looked for by police because of that. He was also off his medication and his family gave him freedom to roam around town.
