I haven't heard of any Somali administration seriously talk about consolidating this region, which is insane considering all of AlShabab's leaders live there.
Are there any plans at all at a offensive here, and what are the roadblocks?
It's the most innaccessible region in Somalia. And the reason is because Baraawe and Kismaayo have an unstable perimeter. Somalia is simply too big and spacious to consolidate, especially without air support.
It's because they are unserious about fighting AS. They would rather go to Galmudug and Hiiraan and fight Shabaab there when in reality that isnt even their stronghold and is the least Shabaab populated regions in Somalia. You have to kill a snake from his head. And the head of Shabaab is middle Jubba.
Then again it could also be the president of Jubbaland which is making it difficult for the Fgs to fight in that region as he is not cooperating with the fgs. Probably because him having power relies on that region being Shabaab controlled.
