I haven't heard of any Somali administration seriously talk about consolidating this region, which is insane considering all of AlShabab's leaders live there.

In short- Roadblocks are geography and local support.
The Biyomaal and Madowweyn hold down Jilib/Jamaame(mostly) and theres no reason for them to be pro-SNA or pro-JL.
The Jidwaaq and Cawlyahan subclans who settle from Buaale district and Saakow district are entirely on the side of AS. Madoobe wont diminish his loyal base to try and hold those shanty towns when he holds the actual capital which fully backs him already. You can find speeches of them online, they’re fully bought in.
Its geography is also a wet mess with few bridges serving as chokepoints. Many landmines slowing vehicle dependent forces. Foxholes/dugouts everywhere sabotaging supply lines and flanking any permanent checkpoints. Ample shrubbery where they camp under preventing air support and recon even on the frontlines. An entire river and “plentiful” rainfall/farms providing rations etc.
