Aside from Amal and Taaj(Hormuud) the rest are mostly Somaliland based Worldremit makes most of their money in Somaliland so I see no reason why they should comply , Dahabshiil would lose more imo since they do business in Somalia

If the companies don’t comply, and the FGS takes away their right to operate, no country in the world where these companies have a xawaalad will allow them to sent money to any part of Somalia.
This is the point many of these SL fanatics are missing. The payments industry in Somalia is now regulated, albeit loosely, but FGS as the only officially recognised authority, certainly has enough political leverage to make companies operating in Somalia comply with minimal effort.
You guys are looking air travel which is highly regulated and can be managed from a single location, when we've all been watching Somalia's waters get violated day in day out, it's land is not under it's control. Where can FGS actually stop these companies from operating? A few blocks in Mogadishu.
Air travel is a one off case that is highly regulated and subject to international treaties and intergovernmental agreements and it can be managed from a single location, hell it can be managed from a different country as it was before the FGS took charge of it.

The reality is that Somalia is in the process of rebuilding from the ground up, and the absence of a fully functional navy is indeed a limitation. However, it would be a mistake to assume that you have free reign over the seas in the region.
The FGS has shown respect and consideration by permitting Somaliland to make deals and agreements with companies like DP World in Berbera for their own benefit. Arrangements like this wouldn’t have been possible without the blessings of FGS.
The truth is that we could make things very difficult for you if we had the same one-sided hate you have for us. The FGS's response is merely a gentle reminder that the recent treasonous actions taken by the SL regime will not lead you down the path you think it does.
We obviously don’t want to hinder progress in the region, nor do we want to see anyone starve. It’s unfortunate if you can't break free from the years of hateful rhetoric and vicious propaganda that you’ve been exposed to.
When it comes to securing the waters, the task has been outsourced for now, which isn’t ideal, but it’s certainly better than having no oversight at all. Call it what you want, the situation is far from perfect, but it’s a step towards reasserting control over Somalia’s territorial waters.
Probably not enforceable because they spelled Dahabshiil incorrectly with just one "i". Not a serious government. They always make typos.

If the companies don’t comply, and the FGS takes away their right to operate, no country in the world where these companies have a xawaalad will allow them to sent money to any part of Somalia. In such a scenario a person in Minnesota or London would no longer be able to send money to a person in Hargeisa, Garowe or Mogadishu if the companies they want to use have been blacklisted. That’s billions of dollars in remittances.
It’s obvious that the FGS is being advised by an international ally to remove any ambiguity with regards to where its borders start or end.
