The above picture is nice but the wires are an eyesore, do they have any kind of localized government in Xamar? I think a lot of Somali cities seem to lack that. It doesn't make sense that the federal government should be in charge of all affairs

There are 17 district commissioners and 1 mayor for Gobolka Banaadir.

It's mostly private sector investment in Xamar, local government only makes sure planning laws are followed and takes part in road improvements.
