This is my hypothesis but I think one of the reason why Somaliland claimed independence from Somalia is after seing what was happening in muqdisho after USC took over, then they quickly claimed independence.. It's a miracle other Somali regions didn't also claim independence.

It was because of the manifesto group led by Cali Mahdi not USC under the leadership of Caydiid whom SNM had relations with.
