Who is to blame? The system is imperfect but many Somalis (including a lot on this forum) are content with leaders stealing from them as long as they’re from the same qabiil. In a country with values like that how can you expect progress? Reality is Somalia needs a visionary leader and it’s unlikely one is coming.We have an entire political class created by the West living off corruption and aid from the international community, they have no interest in anything but building houses in Dubai. The FGS is a lost cause. 300 odayaal selecting the next leader, whoever pays the most brides wins the election. What do you expect to come out of that system ? Somalis don’t have any power.

So far, France has supported the reconstruction of an Ethiopian navy, with a French cooperation officer seconded to work with the naval chief of staff in order to provide specific training. Additionally, letters of intent have been executed to strengthen relationships with two additional branches of the armed forces, namely the army and air force. Ongoing cooperation initiatives include providing military officers with French-language instruction and enhancing the infrastructure of the Ethiopian International Peacekeeping Training Centre (EIPKTC).

In a dramatic 86-page report, the panel of weapons and financial experts accuses 10 countries and militant groups of fueling a military buildup in the Horn of Africa.
The report delivered to the U.N. Security Council tells of large cargo aircraft and ocean-going vessels making clandestine weapons deliveries almost daily, in violation of a 1992 arms embargo.
It says rival Somali factions are obtaining surface-to-air missiles and motor vehicles designed for use as mobile weapons platforms.
