I don't why you are touting this as its some sort of a revelation. The Ethiopian policy on Somaliland has been clear since the days of the late Meles Zenawi.
They keep unofficial ties with us while they play lip-service to the AMISOM Trust territory down south about their non-existing "sovereignty" and "territorial integrity". Keep in mind they said this with every president from AY to HSM.
