If they are getting a commercial port or not, shifts the balance of the deal. Also the deal includes utilization of Berbera which means employment, immediate cash and economic integration in Somaliland.
The Turkey deal is giving up 30% of potentially multiple billions for exactly what? A navy that Somalia isn't even ready for? Fighting off illegal fishing? Really it's about fighting Ethiopia. Somalia became a protectorate with this colonial deal.
