I said they are navigating a host of challenges. That is all. People act as though Ethiopia is some united front but they are not. They have to contend with political issues, ethnic conflicts, external threats and economic problems i.e bad credit.

The base will be in Berbera, not their territory, so why would they fight when they have peace?

The location of the navy base is already in place. It was started by UAE in 2017, but it was postponed. The development of the base started again last year.
