@scheinwelt President biixi has accomplished a lot during his short leadership. Diplomatically, SL and the Gulf states have developed a close rationship, yesterday biixi travelled to AbuDhabi and is meeting UAE leadership and drumming up more UAE investment into Somaliland. Of course, it was President siilanyo who initiated the closer ties with the UAE and Gulf , however president biixi has, in his short time, enhanced them a great deal.

It's clan based as in it was chosen primarily to appease clans rather than those who were suited for the job.
