Wrong! Dire Dawa is not in Oromia or Somali state/region. It is a charter city along with Addis Ababa. Both cities are governed by their own city charter and are directly under the federal government and not under any state/region. Addis Ababa and Dire Dawa are the only 2 charter cities that do not belong to any state/region and are directly under the federal government, governing their internal matters with their own city charter document. Unlike the two cities, Harar is a state just like Oromia, Somali etc.

You must understand that, besides your faint attempt of this governmental explanation, that in essence this land is a land of the Somalis. Agree or disagree?

Has there been some sort of change in Ethiopia? Why is Sidama off on its own in your map? I was under the impression that it was just a woreda of the SNNP.

As you can see in the map above, the city lies between Somali and Oromia states. That is just geography. The city administers itself and uses Amharic as its official working language unlike the two neighboring states that use Somali and Afan Oromo respectively. Personally, even though I visited the city many times, I don't live in Dire Dawa and have no opinion where the city should belong. That is up to the residents of the city to decide not me. That is none of my business.

A year ago Sidama had a referendum and voted to be its own state. The 10th and latest states in Ethiopia. Others are in the pipeline especially in the southern state which is composed of 55 ethnic groups.

The demography of a city changes everywhere in the world. The idea of a "pure" ethnic city is delusional in my view. The demographics of Washington DC, Minneapolis etc. have changed. People are not static like plants :ftw9nwa: they move, work, intermarry, change residences etc. It is more wise to have a system in place that can accommodate demographic changes and provide a fair public service to all than to live in delusion of a "pure" ethnic city which will only lead to unnecessary conflicts. Let people move and live wherever they want.
 
It's in Ethiopia and is a Somali city but Oromos claim it because some Somalis were assimilated.

Historically, the area used to be part of Adal Sultanate during the medieval times and was exclusively settled by the Gurgure Dir clan which is a major Somali tribe and after the weakening of Adal Sultanate, the Oromos took advantage and were able to penetrate through the city and settle into these areas and also assimilate some of the local Gurgura clan.[16] Dire Dawa was considered the domain of the Emirate of Harar until Menelik's conquest of the kingdom in 1887 and consequently became incorporated into modern Ethiopia from thereon
