In soem ways they have. Honestly it made sense for meles zenawi do ethnic based federalism since anything else would have been too destructive and would have been opposed. But he should have pushed amahric a lot harder. Instead what happend was that the new system led to a resurrection in ethnic based idneity and lanaguges. The older generations seem to have been more pro Ethiopian unity than the generation raised under this system. The gains of promoting amahric as a national lanaguge definitely took a hit over the last 30 years.
