I mean you sort of have to. You can't ban an Ciise man from Djibouti from buying Ciise lands in awdal. All ethnic Somali should be able to own land in any somali region. We should focus on increasing property rights to encourage investments.

I can buy a property in DDS, Somalia and Kenyan Somalis, but I cannot buy a property in Djibouti It is impossible

To be a citizen you have to be a Somali by blood (fathers side specifically) . Only other way is marriage
