That's something that always confused me. The city of Halifax has all the ingredients to become a major global city, and can easily accommodate a population of 5 million people or more. It has a very mild temperature, it's close to major shipping routes, and it has a very low population density.

They need to accept 100K Syrians, a 100K Ukrainians, a 100K Nigerians, a 100K Mexicans, a 100K Filipinos, and recruit thousands of others to live and settle there. Halifax is a city with a lot of potential, and it could be just one more of the very few major cities that constitute Canada (pretty much Toronto, Montreal, Vancouver...that's it)
Canada is in serious trouble runtii with its low population. It will never maximize it's potential if it does not populate her land.
I'm certain they will not allow uncontrolled Muslim population. Their preferred population is European or non-Muslim but thanks to the great Syrian war they will be shamed to take in few Syrians
Not to mention Canada's aging population, which will pose a whole host of problems in the coming decades. Canada should make use of it's advantageous position and bring in loads of Spanish, Greek, Italian, Ukrainian, Russian, Hispanic, West African, East Asian, and other refugees.
