The Royal Borough of Kensington and Chelsea is not part of the city . The city is a small area in central London.

The 68 one, two and three bed flats have been bought by the City of London Corporation in response to the tragedy and handed to Kensington and Chelsea Borough Council for 'long term' social housing.
Its not like the city has any space + the government's response is still lacking/shit for a 1st world nation.
