Voter registration fraud happens everywhere especially during presidential elections. It’s very hard to account for every single vote on a national level, if you’ve experienced this before you would know. People are willing to go to any lengths to ensure victory, I mean even the US the beacon of democracy gets accused of voter fraud too.

Most important thing is it doesn’t have a major impact on the final votes. There were a lot of people (including myself) predicting Waddani getting around 60% of the vote and they’re on course for that
