There are elements of Islam, from a legal perspective, that are not being implemented today. It doesn't mean that they are still not valid. Even if they are not implemented in a country where everyone is Muslim does not make those people disbelievers.
People forget that the threshold for iman, while heavy, is narrow and comprises of 6 things. Likewise Islam, at its core, is exactly 5 things.
