More specifically, Kacaan was of course USSR friendly (that's who aided and abetted the assassination for Sharmarke to pave the way for the coup, there are no such thing as a bloodless coup) from 1969 until 1977, Ogaden War, then there was a period of flirting by Somalia (1978-1981), then by the 1980's it was all USA who funded the Kacaan regime.
So in reality, it was actually Reagan and towards the end Bush Snr who funded and turned a blindeye towards the destruction he caused throughout the 80's and not USSR. The USSR period was stable and joyful to be fair, so many political milestones.
