I doubt this guy is a tourist. He seems way too comfortable. No tourist would go to a conservative Muslim country and behave like this in public; they know the consequences.

I suspect he's a businessman who has been there for a while and has likely gotten a sense of the local way of life and what he might be able to get away with, which would explain his calm demeanor while doing it.

He wouldn’t dare pull something like this or even let the thought cross his mind in a dhegocas country. They would have sent him to one of those Sednaya prisons, where torture is served for breakfast.
