Are you implying the guy in the video is a representation of Palestinians and there's widespread xenophobia of them against Somalis? Propaganda does not always need to be sent out formally through a centralized government. A lot of it spreading has to do with the prevailing cultural climate of the time which a lot of these murtads are a part of.

It would force many of them, even those who had nothing to do with this, to issue apologies like freebies, scrambling to cover for them in order to prevent losing support and avoid infighting among the groups backing them.
