It's so messed up in so many ways it's not even funny anymore.
In terms of immigration, they have been bringing an insane amount of people in within the country. It wouldn't have been much of an issue because Canada theoretically has both the space and resources to accommodate them. I'll list down several reason of how and why they fucked up.
1. Building
Canada has an insane amount of landmass but the majority of that land is "Crown land", actually it's more of the tune of 89%.
Do you think they build into those lands? They don't, as a matter of fact they make it very difficult to build in general. The permitting system to build stuff in Canada is insanely difficult for no reason. Also within cities and municipalities of various sizes, there used to be medium/small businesses that would build houses, that is almost non-existent now, as it's multi-million dollar companies that will refuse to build anything below a certain profit margin. 2. Demographics
Canada has always been an immigration friendly country and it worked for them for a long time. It worked out because they had a balanced approach, whereas now.....well let this small graph that portrays ONLY the enrolment of international students up until 2022.
Notice how India literally triples the 2nd position place. Well that's a huge problem. Having large scale immigration from a specific country in a short span of time is a recipe for disaster. Especially when it's people as insular as indians are. Now in the rental and job market there is an insane amount of nepotism and racial discrimination that is coming from these new Indian comers. If the person that is interviewing you is indian might as well walkout the interview. Trying to rent a place, good luck if you not gujraat.

Canada has a bad habit of self sabotaging lately. Even economically their best performing areas in the country is where oil and gas are extracted. However they want to stop/reduce the drilling in favour of having less green house emission than in 2019 by 2030, so basically stifle the only economically productive sector you have.Thats nearly 1 million foreign students and i checked the figures , the US hosted 1 million last year as well but they have population 334 million compared to 40 million in Canada.
I think the bigger problem is that Canada excepts a high number of student but it doesn't look like they give them lodging or stipends or grants etc for them to sustain themselves without a job

During covid in the middle of the pandemic when they had nurse shortage, they fired a bunch of nurses because they didn't take the vaccine which ultimately wasn't even needed. Flights across canada are insanely expensive. It's almost the same price to go from Toronto to Brazil than Toronto to Vancouver
Canada is also not a business friendly nation, as soon as a business is having some success and it is able to move, it'll move to the USA as soon as it can. They're just fucked all around.

It didn't come up in 2023, it was an combination of bad policy making and benign neglect. Some people say it's incompetence but I'm leaning more in the direction that it was manufactured.
If anything the first time it became apparent to the masses was in Trudeau's latter years. But I wouldn't attribute it solely to the Liberals/Trudeau, Pollievre won't make much of a difference. It's all by design imo.
Also things will take a turn for the worse with Trump's presidency. NATO members have agreed to spend 2% of their GDP into their own national defence by 2024, several members including Canada are heavily behind on it. So now Trump is pressing all those nations to pay up and he's also threatening and exit from NATO. Canada is not only in a position to pay up that 2% of their national GDP, they'll have to fork up more if NATO dissolves
