Does Puntland still have clan quotas? How does that work with elections, wouldn’t the problem solve itself if no ssc district voted.

Exactly, unless i see warsengeli give their alliegence to khaatumo or get serious about the prospect of maakhir the warsangeli land in waqooyi is apart of Xukuumada Puntland. I would also push for them to get more representation and the vice president title should be given to them.
