It is not useful to get bogged down in ideology. We need a justice system in Somalia. We need lawyers who can prosecute and lawyers who can defend. We need well educated, impartial judges. We need prisons where we can keep criminals who rape, kill, steal etc... As urbanization goes on we also desperately need lawyers and judges who can adjudicate land disputes which are civil cases before they turn into criminal cases. We need lawyers who understand international law and can help the federal gov understand agreements and business deals.
Most important of all things we need a justice system that does not discriminate on the basis of clan, this will be the biggest hurdle.
We basically have none of those things as of now. It takes many decades to build a functioning justice system and we are 30 years behind on that work starting.
