Puntland doesn't care about eastern sool but it won't let it fall under Somaliland or FGS if it has the power to.

Undermining Somaliland and protecting itself from FGS are two highest goals of PL. They are of existential importance.

SSC or Maakhir, if they ever come to be will have their relationship with FGS dictated from Garowe, they can't be closer to FGS than Garowe, they will be blockaded by land and air if they try, it seems like todays events have proven. So these would never be free or equal states. So I guess what is in it for FGS to recognize substates of of Puntland? It would just give Puntland more influence.
