Your question makes no sense sxb. Gedo and Bari are both part of Somalia so therefore there's something called national interest and regional interest. Now Bari has different regional interest than let's say mudug. Your state interests, you pursue through the federal government and you will not only get it but you will secure much more favorable deals cause you are part of a large block and will leverage foreigners cause your interest will be tied to say if they wanted something from kismaayo or hiiraan or Mogadishu. As for Bari, you peruse that through your federal state. If Bari was to act it's own instead of through puntland I'm sure it would be worse of in the long run.
Right now situation in Somalia and the federal government is not ideal but that's what abdulahi Yusuf and allot of other Somalis understood that for everyone to be better off in the long run, the federal government must be fully established so we can all use it to insure better deals for us cause of the vast territory and insure our security by stabilising the whole country. If however regions keep undermining the federal government especially on foreign policy, we can quickly plunge into proxy civil war in the service of foreign powers. Do you want civil war to waste all the progress your state made in the last 20 years? Have u seen what proxy war did to Yemen and Syria sxb?
Why do you think large blocks like the EU exist even though their individual countries are wealthy enough to go on their own? It exists to get even better deals and to keep the peace between themselves and to ward of outsiders that would otherwise overpower them individually
