Remember Jubbaland was nothing more than a militia and Kenyan outpost in Kismayo it got the full federal recognition because of Puntland's lobbying it took almost 2 years for that to happen and Hasan Sheikh was forced to accept the deal even though it was not reality on the ground.

Look at Galmudug before the deal by Faroole and Sheikh Sharif Galmudug was not considered a state but Caalin participated in the meeting in Garowe after which it was stipulated that Galmudug has a special status because it was not fully a state it was recognized by the Somali government as being one in name and on the way to full federal state.

With that comes funds too, Jubbaland has no funds for a long time and Puntland would support it in infancy, it has nothing to do with tribe or love it really has to do with pragmatism. For federalism to exist in all Somalia you must support other regions and help them rise otherwise you will never rise yourself.
