Pure negligence and seeking of western funding.
Some people saw this ISIS group as a money/funding making scheme . Just like PSF group used to do photo-op outside Bosaso every few months and claim they were fighting Alshabab in order to get money from western donors. Example is this guy who suggested in 2016 that this ISIS group should be left alone in order to get funding from western donors and political opportunities.
